Although a considerable literature is devoted to the topic of monetary unions in general and the European Economic Community in particular, little attention has been given to the political and economic implications of the French Franc Zone. This dissertation offers an analysis of the French Franc Zone in the context of a dual target-instrument model for a small, open economy. It is shown that a fixed exchange rate and monetary rule are incompatible policies, and the external debt is an important issue when balance of payments deficits are present.
