Development banks or corporations have usually fulfilled this role in a number of developing economies by supplying long-term capital to prospective entrepreneurs. This study will show, in light of Nacional Financiera's historical evolution, that aside from this traditional function they have also assumed promotional or innovative activities such as enterprise creation and equity participation--operations which in a very real sense characterize them as entrepreneurs of last resort.
