Using a chronological approach, the analysis methodically investigates the identity of organizations that coordinated the kolkhozy, clarifies the functions and characterizes the internal and external relations of those organizations.","The analysis identifies central executive organizations such as Tsentrokolkhoz and the Kolkhoz Center of the USSR and the RSFSR, legislative organizations such as the Council of the League of Collectives and the All-Union Council of Kolkhozy, and local leagues such as guberniia, okrug, krai, uezd, and raion level leagues.","The major functions the analysis clarifies appear to be the supervision of the formation of communes, artels, TOZs, and large-scale kolkhozy; the planning of economic and productive activity of the kolkhozy; the monitoring of the terms of labor payments to kolkhozniks, and the terms of the formation of collectives; and the supervision of the formation of new organizations that coordinated the kolkhozy.","The external institutions that the analysis characterizes as having a relationship with the organizations that coordinated the kolkhozy are the agricultural cooperative system, the NKZ of the USSR, and the Communist Party.
