Interpretation of proper names from one language into another has always been one of the major problems facing operators (i.e., catalogers, indexers and bibliographers) of bibliographic control systems. The motivation for this study grew from the realization that the operators would have better control over bibliographic accuracy if a transcription scheme were to be devised so that foreign names would be more consistently rendered in bibliographic tools. The extent and character of variations in script conversion practices found in an investigation of &quot;American personal names&quot; used in a selected sample of Persian materials supported the need for a transcription scheme to effect bibliographic control. A device based on linguistic analyses of the problems was proposed for a transcription scheme from American English into Persian. The transcription method used was based on principles which involved the process of converting the graphic symbols of the American English writing system into spoken language and recording spoken language in terms of the corresponding graphic symbols of Persian.
