Survey research methodology and naturalistic data collection techniques were employed. Descriptions of systems used to plan and control training efforts in 12 large Midwestern businesses were prepared. Findings were compared with assumptions concerning training and a recognized management control system design by Anthony, Dearden, and Bedford (1984). Recommendations and a model for planning and controlling training efforts were developed.","Findings indicated that tools existed and activities took place, which, when used in a combined manner, would constitute systematic approaches to planning and controlling training. Major tools for planning and controlling training were written plans to guide training entity efforts, needs assessments, budgets, training program evaluations, and training entity evaluations. The comprehensiveness of activities and the extent to which tools were used systematically varied. Training related aspects of the management control system design were incorporated into many of the planning and control systems used for training.","In most cases, line personnel had ultimate control over training. Participating training professionals attempted to concentrate their efforts on those areas from which the greatest benefits were anticipated.
