The investigative procedures included extended visitation and observation at the schools, formal and informal interviews with administrators, teachers, and students and the administration of questionnaires to students and parents. The resulting data were tabulated, recorded, analyzed and reported.","The following conclusions resulted from the study: (1)Music plays an important role in the education of the students in the schools investigated and has gained impressive support from administrators, teachers and parents. (2)English speaking teachers have achieved effective rapport with students of limited English speaking ability and highly positive results in the music education programs. (3)A significant factor in the success of the music program at Roberto Clemente High School lies in the close relationship of the program content to the ethnic background of the students. (4)The Roberto Clemente High School Steel Drum Band has played an especially significant role in the education of bilingual students.
