Specifically, the objective of the research is to specify the transportation investment decision making process using a bilevel nonlinear programming model of the continuous equilibrium network design problem. Toward this end, a descent type algorithm for solving the continuous equilibrium network design problem is proposed and the performance of the algorithm is evaluated. In addition, the model and algorithm are applied to the actual highway network of Korea. Two important functions, link congestion and investment, are developed for Korean highway system in the process of model application.
