Residential segregation is an educational problem that impacts how students gain access to educational capital. This dissertation provides both a history of a mortgage practice known as redlining and the history of academic placement in ability groups known as academic tracking. How neighborhoods were developed continues to impact school demographics. School zones are reinforced by city planning choices. Educational Redlining is visible when the composition of feeder neighborhoods is visible in either school choice composition or academic placement composition. If the demographics of a school or a class reflects neighborhoods, then Educational Redlining exists. This visibility can be seen when students enrolled in a class can be identified by the neighborhoods they reside. As a result of inequalities, access to education differs for students depending on their neighborhood. The overview of The Homeowners Loan Corporation (HOLC) maps used to develop neighborhoods provides a layout of how student populations developed. The overview of American schooling and educational policies provides a layout for how academic tracking was created.
