dc:description.abstractThis thesis will evaluate the effectiveness of selected programs created under 1974 amendments to the National Housing Act of 1937. It examines housing subsidy and housing assistance payments intended to provide safe, decent, and sanitary housing conditions for low and moderate income families. The thesis focuses on elderly families living in Jefferson County, encompassing the city of Birmingham, and Brighton, Alabama. Specifically, the thesis will show whether the implementation of the housing subsidy and/or housing assistance payments programs has significantly reduced the number of elderly families who are living in substandard housing between Fiscal Years 1976 and 1978.
