The study of public policy has attempted to clarify the realm of political activity which is responsible for the decisions made in the public arena for the good of the people. Public policy, in a very broad sense, has been defined as "whatever governments choose to do or not to do" (Anderson, 1977, p.2). There are many factors which are taken into consideration when decisions are made to initiate, terminate, or investigate a possible policy for a community.
