The Influence of Economic and Political Conditions on Revitalizing Downtown and Neighborhood Business Districts.

Does the success of a city's program to revitalize its business districts depend more on local economic conditions or on political conditions? Political scientists have debated this question of whether political structures and processes or socio-economic needs and resources are more influential in shaping public policy. The original assumption that political structures and processes were crucial was replaced by the notion that both political structures and public policy were determined by social needs and economic resources.
