A case study approach is employed to test the hypothesis that both Mexican and Saudi Arabian social policy was patterned after the Western European model of modernization, and that this emulation approach limited the effectiveness of education and public health efforts as measured by literacy rates, educational level, replacement of expatriates (only in Saudi Arabia), life expectancy, nutritional level, and incidence of disease associated with underdevelopment.
