Most studies about city managers begin with an ominous statement on how the future of America's cities hinges on city managers. One author, for instance, refers to them as "central participants in the efforts to improve and enrich life in communities large and small, and in the struggle to cure the festering social ills which generate communal decay" (Banovetz, 1971).
