The Federal Bureau of Investigation (FBI) and the Drug Enforcement Administration (DEA) are some of the agencies within the US government that have made an enormous effort when it comes to fighting crime on the Dark Web and have been quite successful in that regard. At the same time, the Dark Web is also used for legitimate purposes by whistleblowers, journalists and, those who use anonymous technology to protect their freedom of expression and privacy. This thesis discusses the double-edged sword that anonymity on the Internet can be and for that purpose compares two cases that demonstrate the advantages and disadvantages of the Dark Web. The goal of this research is to examine the feasibility of the US government fighting crime on the Dark Web and to examine whether the Dark Web should be securitized. The content of the thesis is analyzed based on the theoretical framework of securitization to gain a more detailed understanding of the methods that can be taken to counter the emerging threats that arise in cyberspace. The results of this research reveal that the US government has been quite successful in fighting crime on the Dark Web in recent years and is a leader in the international community in this regard. Nevertheless, anonymity on the Internet remains a complex phenomenon, therefore it can be difficult to find the right ways to solve crimes committed with such technology. Dark Web) er hluti af Internetinu sem aðeins er hægt fá aðgang að með notkun á sérstakri tækni eins og Tor vafranum. Myrki vefurinn hefur oft á tíðum verið tengdur við ólöglega starfsemi á borð við kaup og sölu á vopnum og fíkniefnum en einnig hefur vefurinn verið talinn skapa greiða leið fyrir glæpasamtök og barnaníðinga til þess að stunda starfsemi sína. Stofnanir á vegum bandarískra stjórnvalda á borð við FBI og DEA hafa lagt sig mikið fram á síðustu árum þegar kemur að því að berjast gegn ólöglegri starfsemi sem á sér stað í gegn um myrka vefinn og hefur þeim gengið frekar vel í þessum efnum. Á sama tíma er vert að taka fram að hægt er að nota myrka vefinn löglega en sem dæmu um slíkt má nefna að uppljóstrarar, blaðamenn og fólk sem vill viðhalda tjáningarfrelsi sínu og friðhelgi á netinu nýtir sér myrka vefinn. Ritgerðin ræðir hið tvíeggja sverð sem nafnleysi á Internetinu kann að vera og ber saman tvö tilvik sem sýna fram á galla og kosti sem fylgja notkun á myrka vefnum. Markmiðið með ritgerðinni er að skoða hversu gerlegt það er fyrir bandarísk stjórnvöld að berjast gegn glæpastarfsemi á myrka vefnum og einnig skoða það hvort að það ætti að öryggisvæða myrka vefinn. Til þess að greina efni ritgerðarinnar var notast við kenningarramma öryggisvæðingar (e. securitization) vegna þess að hann er nytsamlegur til þess að sýna fram á þær aðgerðir sem hægt er að grípa til þegar kemur að því að berjast gegn rísandi ógnum í netheimum. Niðurstöður ritgerðarinnar benda til þess að það sé vel gerlegt fyrir bandarísk stjórnvöld að berjast gegn glæpastarfsemi sem á sér stað í gegn um myrka vefinn og eru bandarísk stjórnvöld ákveðnir leiðtogar í alþjóðasamfélaginu í þessum efnum. Nafnlaus tækni á Internetinu er samt sem áður flókið fyrirbæri og þar af leiðandi getur verið flókið að finna skilvirkar leiðir til þess að leysa sakamál sem framin eru með slíkri tækni.
