Opportunities for pre-project planning improvement within NAVFAC
Abstract
dc:description.abstractThis thesis analyzes the pre-project planning practices and effectiveness for a variety of construction projects completed by Naval Facilities Engineering Command (NAVFAC). Data were collected from the CII database and from surveys sent to NAVFAC offices around the world. This thesis endeavors to measure historical NAVFAC pre-project planning performance against a broad sector of the construction industry and determine the current state of NAVFAC pre-project planning effectiveness. Specifically, NAVFAC projects are compared with projects for which data are available in the Construction Industry Institute (CII) Benchmarking and Metrics database. Additionally, a brief overview of current NAVFAC pre-project planning practices and effectiveness is offered
