The taming of a toothless tiger : INS implementation of the Flores settlement agreement

INS guidelines for the treatment of unaccompanied children are laid out in Flores v. Reno, a settlement agreement that the agency reached with a number of advocacy groups on behalf of child detainees. The following study is an attempt to assess the treatment that unaccompanied children receive while in the custody of the INS, and to what extent the agency is in compliance with its own regulations.
