The Impact of Civilian Oversight on the Number of Complaints Made Against the Police

Purpose. The purpose of this project is to evaluate the impact of a civilian oversight process on the number of complaints made against the police officers of a community. The research describes the number of complaints filed against police officers in two police agencies, one with civilian oversight of the police department and one agency without civilian oversight. Methodology. This project uses Interrupted Time Series with Comparison Group statistical procedure to test the impact of Austin’s civilian oversight program on the number of complaints and allegations that are filed against police officers. The study uses City of San Antonio’s police department as a comparison group. Results. The results show that implementation of civilian oversight significantly increases the number of complaints and allegations that are made against police officers.
