Barriers to Implementation of the Homeownership Voucher Program

Affordable housing has been in the forefront of housing issues in this country for many years. Studies have shown that the current system of housing assistance is not efficient nor is it in the best interest of our country. There has been one program in particular that is intended curb spending while solving the affordable housing dilemma for so many low-income families. The Homeownership Voucher Program was designed to accomplish this goal; however, it has been difficult to implement this program across the country to become effective. The policy problem facing administrators in the affordable housing industry is that there is no program that directly increases affordable housing across the United States. Although there are several ideas concerning increased affordable housing, none of these ideas address the issue on a nation-wide basis. There have been policies throughout the past twenty years that were specifically designed to address the affordable housing issue. These policies, however, have failed to provide a significant increase in affordable housing specifically because the implementation of these policies has not been conducive to all communities throughout the country. The lack of a coherent policy in this area continues to prevent administrators from establishing a nation-wide program that will address the affordable housing issue. This study explores the barriers that prevent housing authorities across the country form implementing The Homeownership Voucher Program effectively. This research uses descriptive categories to explore the attitudes of policy formulation, funding, organizational environment, as well as organizational health. These categories will reveal the underlying issues administrators are faced with during the implementation process. This research uses survey and documentation analysis to examine the attitudes and perceptions of administrators and coordinators in the Homeownership Voucher Program. The key findings overall showed that a combination of these barriers applied in a program negatively have a high incidence of failure. However, the most significant barriers throughout the research is the organizational environment. The top-down perspective was the most negatively charged entity in the implementation process. A structure that promoted the bottom-up perspective was healthier, and enjoyed the best rate of successful implementation. Nonetheless, only more time will tell how much these barriers prevented successful implementation.
