An Assessment of the Texas Youth Commission’s Education System using the Perceptions of Teachers

This paper assesses the Texas Youth Commission’s (TYC) education system from the perspective of teachers working in the institutions. The categories for an ideal institution education system are identified in the literature review and organized into four sections: (1) mission, (2) curriculum, (3) teacher satisfaction, and (4) environment. For this project, education staff in 15 TYC institutions were emailed a 20-question survey using surveymonkey.com. Overall, TYC’s education program received a grade of A or B from over 7/5% of the respondents. There was a consensus that the majority of respondents (over 75%) understands the mission statement of their institution and believed that the mission is the basis for curriculum. More than /0% of respondents also agreed that the curriculum was of benefit to the students. There were, however, discrepancies in some opinions concerning whether the education program was meeting the needs for all of the juveniles in the institutions, and whether teachers are able to share ideas with administration. Teacher satisfaction received a positive approval rating from more than 60% of the respondents. Finally, and most notable, the majority of respondents agreed that the TYC education environment is conducive to learning. Only 36% and 46%, respectively, agreed that the education program encourages parental involvement in the juvenile's education and that the student to teacher ratio is 15:1. Research for this project suggests that the TYC education program is a benefit for students and staff. The education program appears to include the elements necessary for success. There are, however, areas that need to be improved, such as: addressing student to teacher ratios and encouraging parental involvement. TYC could benefit from more in depth research in these areas.
