Guidelines for a Comprehensive Mitigation Management Plan for Texas Coastal Wetlands
Abstract
dc:description.abstractIn support of the Texas Coastal Management Program, guidelines were developed to assist resource agency decision-makers develop and implement a future comprehensive mitigation management plan for Texas coastal wetlands. Current coastal wetland protection and mitigation strategies that are used in Texas, in other states, and at the federal level were identified and evaluated . A survey was conducted, during the summer of 1994, of many of the leading experts involved with wetland mitigation in Texas. Based on the survey results and review of current wetland protection and mitigation strategies, guidelines were developed that recommend the development of: 1) a multi-agency mitigation management panel; 2) a wetlands inventory database and geographic information system; 3) short-term and long-term watershed goals; 4) a quality assurance/enforcement program; 5) standardized interagency avoidance policies; 6) identified candidate mitigation sites in each coastal region; and 7) uniform technical standards for determining optimal site locations, monitoring procedures, and evaluation of compensatory mitigation success. In addition, 1) guidelines were developed that identify pre-project, project, and post-project resource agency and permittee roles and responsibilities during compensatory mitigation; and 2) guidelines were compared to guidelines and recommendations made in other states.
