dc:description.abstractIn the spring of 1967, Governor John Connally realized that the Texas Legislature was deadlocked on his tax and budget proposals. Without changing a constitution, whose writers had intended that state budgets should cover two-year periods, Connally proposed what many political scientists have long advocated--annual budgets. His plan called for adoption of a one-year budget in 1967 and for a special session in 1968 to adopt a budget for the second year of the biennium. The special session was convened on June 4, 1968, and utilized all of the constitutionally limited time of thirty days. During this session, conservative elements and their liberal foes engaged in a spirited contest, the result of which was imposition of new taxes on groups least favored by the winners. Resulting tax increases clearly reflected conservative domination of the Texas legislature. Another product of the session was a budget much larger than the Governor had recommended. After analyzing annual budgets for two years, leaders of Texas government are still divided as to the merits of this form. During the special session, Texans came very close to seeing a form of "liquor-by-the-drink" approved. After passing the House, a miniature bottle bill was defeated by a close vote in the Senate. The session ended when both houses adjourned sine die on July 3, 1968.
