It uses a combination of different methods, a literature review, a questionnaire and unstructured interviews, to investigate the subject. It looks at different theories of the press and attitudes toward freedom of the press and how they are applied in the western and Arab worlds and uses these to assess the current position in Qatar. It presents Qatari journalists' and media employees' opinions of the pre and post 1995 positions and it concludes that the situation is one of evolution from a strongly authoritarian model of the press to a less authoritarian one.
