Le programme de santé spécifique à un établissement 20 ans après sa mise en application

The context in which the Occupational health and safety programme evolved from its inception up to now is very complex. On the one hand, the objective is the same for everyone: elimination at source of the dangers to the health, safety and physical wellbeing of workers as stipulated in article 2 of the Act Respecting Occupational health and Safety, in keeping with workplaces assuming responsibility for it. On the other hand, thereare many players, the fields of competency are not always very clear, and numerous interests are involved. An establishment 's specific health programme has not escaped these frictions. This programme, entrenched in article 113 of the Act Respecting Occupational Health and Safety, is, according to some authors, the cornerstone of prevention in occupational health and safety. The responsibility for developing and implementing the activities ensuing from article 113 has devolved to the Ministry of Health and Social Services. This mandate is carried out today mainly by the occupational health teams in Local community service centres (CLSC), with consulting support from the occupational health teams of the Public health branches of the Regional health and social services boards. This health programme has four components, namely environmental monitoring, medical monitoring, information and first aid. Activities have been assigned to each of these components. Some of these activities have had difficulties that originale from various sources, with the main ones being the lack of financial resources and the continual calling into concern. Of the Occupational Health and Safety board (CSST) about how this programme is implemented and carried out by the resources in the health network. This essay attempts to demonstrate the consequences of these difficulties on the application of article 113 of the Act Respecting Occupational Health and Safety in light of the initial objectives of the Politique québécoise de la santé et de la sécurité des travailleurs (Quebec policy on worker health and safety).
