Based on human capital theory, this research examines how candidate qualifications, experience, and perceived value influence selection decisions. The first phase analyzes archival data on Texas superintendents, using descriptive and inferential statistics to identify patterns and trends in hiring practices. The second phase gathers insights from superintendent search consultants through a semi-structured digital discussion, exploring their interpretations of the data and perspectives on key factors influencing the selection process.
