Examining the Effectiveness of Early Warning System for Disaster Management in Tanzania: A Case Study of Management of Floods in Kinondoni Municipality

Early warning system, has impact on the community and always been significant aspect of issue and discussion worldwide. With the current climate change scenario and various studies in the past related to climate change has shown that flood frequency has increased leaving people in the flood plains more vulnerable. People in the river/stream bank due to lack/inadequate of EWS and also due to the inefficiency of the prevailing system they are more prone to stresses and burden in their lives due to floods. The main objective of the study of the Early warning system on disaster management in Tanzania, particular for floods management in Kinondoni Municipality was to understand the public awareness, perception of the particular community towards the management of Early Warning System and its response mechanism during the flood and other national disasters. The study used descriptive survey methods and SPSS tools used for its analysis of the early warning system disaster management, the results has failed to relate with the explainable variable of an effectiveness of early warning system. This study has sought to take a step toward understanding this issue by carrying out a qualitative analysis of the early warning system in disaster management. Furthermore, the findings revealed that age, gender and public awareness of the respondents have significant relationship with early warning system on disaster management. Negative correlation found between public plans to move from their residence and dissemination of information with early warning system to the community. In order to enhance community commitment, Prime Minister Office advised to have employees who are likely to become linked with the community and have moral obligations to remain in the community. Their values and goals should be congruent with the community values and goals toward disaster management.
