Qualitative data analysis technique was used data was presented in a narrative form with direct qualitative from the respondents. The findings indicated that capitation grants helped to improve the quality in some aspects and some subjects were not available. The provision of capitation grants to schools was both insufficient and were delayed to reach schools thus, difficult for schools to implement plans timely and sustainably. There was little improvement in the teaching – learning process in these public secondary schools as a result of capitation grants. The study revealed that the management of capitation grants is the responsibility of the head of schools cooperating with the school committees (SCs) it was observed that there were some limitations due to lack of skills in financial management in some of these members. In order to ensure quality education and improving performance in public secondary schools, it was recommended to the government to increase the amount of the capitation grants in the budgetary allocations to make it more adequate and sustainable.
