Evaluating Factors Hindering Implementation of Open Performance Review and Appraisal System in Local Government Authorities in Tanzania

Improving the service provision of the public sector has been the struggle of many developing countries for the past two decades. Tanzania is also in the same endeavor where it aims to improve the performance of the public servants so as to improve service delivery in the public sector. It is with this intention that OPRAS was introduced to the local government authorities, which are one of the major service provider entities of the government. However, the implementation of OPRAS in LGAs has been poor. The compliance rate is estimated to be 51 percent. The main objective of this study was to investigate the factors hindering implementation of OPRAS in the LGAs in Tanzania. The study employed a cross sectional survey design to reach respondents. Structured questionnaire and interview were used for data collection. It involved 50 respondents in Kinondoni Municipal Council. The study findings from the respondents showed that lack of knowledge and expertise 43(85%), employees’ non –compliance 42 (82%), lack of management support and commitment 44 (86%), lack of resources committed44 (86%), lack of feedback on employees’ performance 40 (79%) caused poor implementation of OPRAS in LGAs in Tanzania. It was concluded that enhancing management and employee understanding of OPRAS is crucial for ensuring successful OPRAS implementation. The study recommends that, in order to ensure effective implementation of OPRAS, employees and implementers need to be trained before implementing OPRAS.
