The study was conducted in NIC Headquarter in Dar es Salaam. The general objective of the study is critically to appraise and examine the determinants that lead to employees’ violation of disciplinary rules in public sectors specifically NIC. Workers they need to be disciplined so that they can develop positive attitudes toward work. Disciplinary problems are common in public sectors. If supervisors are to be effective, they must be able to use discipline effectively. The study is designed to find out what determinants are leading workers in violating of disciplinary rules at NIC. The study has been organized in five chapters. Chapter one (introduction), Chapter two (literature review), Chapter three (research methodology), Chapter four (data analysis and presentation of findings), and Chapter five (findings, recommendations, and conclusions). The study was employed qualitative methods of data collection. Specific methods’ which was used in this study includes documentary analysis, questionnaire and interview. The study finds that all workers have a right to be informed what the rules are and why they should be obeyed, the organization’s structure of justice should clearly determine the penalties, and all managers have the responsibility to demand the compliance to rules from their subordinates.
