States were freed to pass laws restructuring their markets. As a result, many customers were allowed direct access to all providers of energy rather than being limited to a single local utility company. This development, along with the increasing cost-effectiveness and reduced environmental impacts of nonfossil fuel-based energy production, has led many utility companies to offer alternative energy sources to their customers. Conservation behaviors and price combine to determine the degree to which consumers choose to use the alternative energy options.
