Developing and testing integrated decision support models for coastal management

dc:description.abstractOil spills over seas are serious environmental disasters, which cause significant, long-term impacts on the environment and socio-economic activities. For this reason, there has been a recognized need for a system modelling approach which is able to support and improve oil spill contingency management. In order to meet the challenge of decision making in response to or in preparation to oil or chemical spills, a framework for a model based integrated assessment and management support is proposed in this thesis. For this, novel methods have to be developed or existing methods to be coupled to support, relative to targeting recommendations, a consensus based selection of optimal contingency management strategies. In the thesis, a multi-level decision support model has been subsequently tested in different case studies like re-examinations of the Prestige or the Pallas accident. The system involves oil spill simulations, alternative evaluations of response measures and a virtual consensus building process among stakeholders. It is unique in that it brings together the above suite of decision support tools integrated across a whole oil spill system.
