MODELLING, ASSESSMENT, AND REDUCTION OF FLOOD RISK IN NEPAL

There is a lack of modelling methods for flood risk assessment models that are applied for data-scarce flood-prone areas and where flood risk is quantified as economic damage. In addition, there is a lack of flood risk assessment models towards flood risk reduction in data-scarce flood-prone areas in Asia, including Nepal. Also, there is an inadequate provision of measures for flood risk reduction in Nepal, where flood disasters have incurred grave human and material consequences in the past years. Against this backdrop, the aim of this work is to assess flood risk, in terms of vulnerability and economic damage, for a case study in Nepal by developing and using a flood risk assessment model. The case study is located in a 1376 km2 data-scarce area in Nepal that is prone to flooding. The results of the model lead to the following suggestions for flood risk reduction in Nepal: implementing flood early warning systems; defining the roles and responsibilities of stakeholders; developing model-based flood risk assessments; and introducing a national flood insurance scheme.
