The bombing of the USS COLE and terrorist actions on the World Trade Center buildings show a vulnerability to attack both at home and abroad. In response to this threat, the Close-In Weapon System (CIWS) has become an attractive system for re-evaluation as a deterrent to hostile airborne threats to U.S. Navy surface ships. Because it is a mature system, data exist related to past spending patterns and the resultant outputs of that spending.
