Pediatric outpatient clinic manpower requirement variables at Navy Medical Treatment Facilities

This thesis examines the variables that influence the determination of manpower requirements at Naval Medical Center San Diego and Naval Hospital Bremerton Pediatric Outpatient Clinics. The study reviews the military and civilian managed care program, the principles of Population Health Management, and the present medical model used by military and civilian facility to determine medical manpower requirement. The researcher sent survey questions via electronic mail to six senior medical staffs of the two Military Treatment Facilities MTF) stipulated above. The survey questions were formulated from the models of civilian medical facilities and the Joint Health Care Manpower Standards model, which were categorized into three themes: clinic management, clinical services provided, and manpower and personnel. Theme two - "clinical services provided," of the survey instrument and the statistical workload data for Fiscal Year 1999 were used in the analysis. The results of this study showed that MTFs hav530hifted their perspective in determining and allocating medical manpower requirements to be more in unison with the civilian sector's perspective than the military's staffing model. Therefore, historical workload data are not ideal determinants for medical manpower requirements.
