TIDE TO TAP: A STRATEGIC ROADMAP FOR DESALINATION IN ARIZONA

Arizona is on the brink of a water crisis due to long-term drought conditions and a persistently rising population. In response to this crisis, politicians in Arizona have allocated $1 billion to explore the potential of new water sources, including desalination. Yet despite the potential of desalination, several barriers stand in the way. This thesis has identified four categories of barriers: economic, environmental, sociopolitical, and regulatory. To provide a roadmap to desalination for Arizona, this thesis has conducted comparative analyses of an international (Israel) and domestic (California) example where desalination has proven successful in identifying best practices for desalination. Those best practices were then filtered through Arizona’s unique economic, political, geographical, and regulatory environments to produce recommendations that are specific to Arizona. This thesis concludes with nine actionable recommendations for Arizona to successfully bring desalination to the state.
