It also serves as a valuable case study for other government agencies interested in enacting their own civil service reform in the future. The overall objective of this thesis is to construct an analytical history of the creation and enactment of the legislation that authorized NSPS. The two primary research questions are: 1) how was the original NSPS legislative proposal, Section 101 of \"The Defense Transformation for the 21st Century Act,\" created, and 2) how did Section 1101 of the FY 2004 NDAA, which authorized the establishment of NSPS, become law?
