Recent changes in the alignment of the national planning standards for public health emergency preparedness have created an opportunity to rethink the collaborative approach to strategic planning. This thesis considers the role that collaborative strategic management and collaborative frameworks may play in strengthening strategic planning at the federal level through a policy options analysis.
