To remedy this situation, this thesis develops a prototype PC-based Monitor Assignment Support System (MASS) to assist monitors in their day to day activities. The focus of this thesis is on the development of the assignment process model and its implementation into a database application. The prototype downloads updated personal and performance information about an officer which is used by a Marine monitor to make assignment decisions.
