The thesis recommends eight proposals for improving cooperation between Mexico and the United States in the war on drugs, which include: 1. Resisting intervention; 2. Providing economic assistance; 3. Utilizing the Justice department as the lead agency; 4. Imposing strict guidelines for operations in Mexico; 5. Forging consensus multilaterally instead of bilaterally; 6. Sharing intelligence; 7. Developing intermilitary ties; and 8.
