The history of the RRF and a discussion of its current status are included. Specifically examined is the decline in the number of merchant mariners and in the number of available billets for the mariners. Three merchant marine manning studies are evaluated and five alternatives for guaranteeing manning are discussed. In the area of supply and logistic support, the onboard shore and ship spare part inventories are evaluated for fulfillment of RRF requirements. Recommendations concerning manning include taking measures to increase the size of the U.S. flag fleet, manning Naval Auxiliary ships with merchant mariners, and establishing a civilian Merchant Marine Reserve program.
