The Army has developed and implemented the General Performance Appraisal System to comply with the Civil Service Reform Act of 1978. Training efforts, to date, have been only marginally successful in transferring the knowledge and skills required of supervisors to operate the new system and none of the training has been designed specifically for military supervisors of civilian employees. This thesis contains a workshop which addresses the requirements and responsibilities of the new system. It is designed specifically for military supervisors of Army civilian employees. The workshop is based on experiental learning theory. It was validated and evaluated during two separate presentations to military personnel from the Defense Language Institute and Fort Ord. The specific measures utilized are discussed in detail in the thesis. The workshop was judged to be effective at increasing participants' understanding of the new system and enhancing their skills in developing performance standards, completing performance appraisals, and conducting performance counseling.
