The CG 47 Class Guided Missile Cruiser construction program has fostered another alternative method for accomplishing fleet introduction, pat­terned after the manning concept employed in nuclear powered ship construction programs. The objective of the thesis is to evaluate the various methods of introducing a new construction ship into the fleet by accomplishing a cost compari­son of different methodologies and to provide a model which can be used by the Navy on future programs to perform such an evaluation.
