It attempts to identify through a historical view the evolution of the foreign military sales management process and analyze some of the observations made in the context of a bureaucratic structural framework. It concludes that the problems facing field activities managing a foreign military sales program can be best characterized by a budget-based bureaucratic structure, that is, funded from public coffers exhibiting acquisitive and consumer behavior. The Navy organization is not entrepreneurial and, therefore, has some difficulty with the concept of selling arms to \"friendly foreign\" countries.
