It is believed that this investigation should lead to a statistical model specific to the BDF's procurement methods. New methods of acquisition are now demanded by the PPADB; hence new metrics have to be applied to strike an accord with the new requirements of buying for government. The null hypothesis, Ho, for this thesis is that: Downtime or turnaround time (TAT) cannot be reduced by favorable independent variables. This follows from the preliminary conclusion that there is substantial downtime as at present. It postulates that something can be done to ameliorate past mishaps. The null hypothesis therefore assumes that this will continue to prevail no matter what is done. The alternative hypothesis, Ha, is that: TAT can be reduced by favorable independent variables. The results show substantial dissatisfaction with the procurement methods of the BDF.
