Abstract
dc:description.abstractNeeds analysis was introduced into further education as part of the strategic planning process: a response to government legislation as with many initiatives. At the time it was designed to make local colleges work with local organisations and people in a way that would reflect their own development. The hope being that this would provide a synergy between colleges.
