This three-part dissertation concentrates on the implementation of a performance excellence framework with a key component of strategic planning. The importance of implementing a strategic planning process is key to understanding what the mission of the district is and how it achieves its goals that align to that mission. The overarching challenge is for school districts to be able to proactively manage in an ever changing environment in order to sustain strategic challenges, goals and action plans. School districts can ensure sustainability through the development of a strategic planning process. Without a strategic plan school districts operate with no identified strategic plan, no buy in from stakeholders, a lack of focus on district goals and objectives, teachers working in isolation and potential deficits in operational processes. With the development of a strategic plan, key stakeholders understand the systematic connection between staffing, programming, development of the workforce, the workforce engagement and motivation and ultimately outcomes in processes. Stakeholders will see a district operating in a manner that leads to productive outcomes. Creating a culture of collaboration, shared responsibility and trust is key.
