The intent of this policy is to provide opportunities for students to be successful in a global society, acquire a second language, and develop a strong global awareness. This advocacy document includes an analysis of the educational, economic, social, political, moral, and ethical need for the policy change. The primary needs addressed through research are the ability to implement strong instructional practices of language development for English as a Second Language (ESL) student and to develop biliterate students.
