The struggle to ensure the peaceful use of nuclear technology may reach new heights as developing states seek assistance from the International Atomic Energy Agency. I argue that the current nonproliferation regime is not prepared to adequately prevent illicit proliferation and any increase in the number of nuclear programs will exacerbate the existing nonproliferation shortcomings.
