It argues that there is a current lack of effective cooperation between the two organizations. This is illustrated by examining current formal and operational cooperation. NATO and the European Union should strive for further cooperation due to the numerous threats to security. Neither organization can address all of the threats on its own. The formula proposed is based on each organization's comparative advantage in capabilities and geographical concentration. By emphasizing the distinct advantages of NATO and the European Union, this study highlights how combining the capabilities provides a more effective cooperation.
