The Necessity of Active Measures in Counterproliferation

The proliferation of Weapons of Mass Destruction (WMD) is a grave concern to the United States. In the post-911 world, transnational threats such as terrorism and WMD proliferation are the most pressing issues facing the United States. Both terrorist organizations and rogue states can use WMD as multipliers to their forces to do significant harm to the United States. Therefore a successful strategy must be implemented to deal with this threat to safeguard the United States and its interests. That strategy is counterproliferation. The problem remains however, of first correcting the mistakes of nonproliferation and to restore its credibility using active measures. This thesis will layout how to implement this strategy, and how it will strengthen the United States credibility and produce a successful strategy to deal with WMD proliferation. In order to do this, the thesis concludes that active measures are necessary to restore credibility and should be pursued until the problem is at a more controllable level.
