This thesis sought to determine the threat posed by terrorists using biological and chemical weapons. The evidence provided in this thesis has demonstrated that the threat from terrorists using these weapons would not likely result in catastrophic destruction. Futhermore, if citizens become informed about epidemiological risk factors from biological and chemical weapons, the impact from an attack using such weapons would be reduced.
